Description

The Alternate COMSEC Account Manager is responsible for maintaining control and accountability of all COMSEC material that falls within the guidance of the NSA/CSS Policy Manual 3-16, Control of Communications Security (COMSEC) Material, and other government mandated COMSEC regulations such as those found in the NSA's Key Management Infrastructure, Management Cline Operators Manual (KMI (MGC)). Manages COMSEC key material and equipment throughout the Missile Defense Integration and Operations Center (MDIOC) located at Schriever Air Force Base and surrounding areas as assigned as a member of the IRES team.Travels is required for conferences, training, or for mission requirements as necessary. Reviews COMSEC SOP's and EAP’s for each COMSEC facility, including Concept of Operations (CONOPS) for non-standard key loading. Trains and supports all COMSEC hand receipt holders within MDIOC’s area of responsibility.Coordinates COMSEC related issues with the appropriate mission COMSEC Account Manager, Facility Security Officer, and IA Manager. Reports and investigates COMSEC incidents and practices dangerous to security. Conducts the required semi-annual inventories of all COMSEC material held. Ensures COMSEC account is maintained in an audit-ready state and readily available for NSA inspections. Ensures all required records are maintained using NSA's KMI (MGC) to prepare accounting reports, record transfers, possessions, inventories, hand receipts and destruction of COMSEC material.

Qualifications

Requirements: BA or BS degree and 10 years general experience. 6 years relevant experience.Expertise in COMSEC requirements and interacting with National Security Agency (NSA) personnel. Knowledgeable of Microsoft Office programs, such as Word, Outlook, Access, and Excel. Ability to interact with and advise Government and contractor organizations with COMSEC requirements and related matters. Ability to ensure that all COMSEC material is being controlled and accounted for in accordance with the NSA/CSS Policy Manual 3-16 and other COMSEC related security doctrine (e.g. NSTISSIs, CNSSIs, "The COMSEC Communicator", etc.). Demonstrated the ability to key, configure and do basic troubleshooting of TACLANEs, STE phones, vIPer phones and other COMSEC CCI material. Ability to coordinate various issues involving keying material directly with the appropriate Controlling Authority. Knowledge in the standardization of all COMSEC related processes. Knowledge of proper shipping procedures for CCI and classified material. Should be prepared to work non-standard shifts if needed.These shifts may rotate dependent on the needs of the customer. Must be a Us citizen and have an active DoD Top Secret Clearance. must have a DoD 8570.01 IAT Level II Certification and CompTIA Security CE Certification.

Desired: Experience with Remedy Incident and Change Management. ITIL v3 Foundations certification.

6 years of combined related COMSEC and/or network experience including work with TACLANEs, vIPer phones, and the KMI (MGC). 2 years of experience as a COMSEC Custodian or Alternate COMSEC Custodian.Ability to work individually or within a team environment to accomplish tasks/meet schedules. Capable of developing training scenarios and documentation to build expertise among team.

Be able to document and enforce processes and procedures.Capacity to work unsupervised.Be able to multi-task in a dynamic, fast-paced environment, have good communication skills, work well in a team environment, have good interpersonal and leadership skills.
