Water Resource Engineer

Colorado Springs Utilities’ Water Resource Demand Management Section (WRDM) is seeking to hire an entry-level professional to provide support on a wide range of projects and issues involving water resource planning and management. You will have an educational background and/or previous work experience in water resource management, engineering, natural resources, hydrology, water policy, or similar fields. To be successful in this position, you should have excellent problem solving and critical thinking skills, the ability to work both independently and in teams by leveraging strong interpersonal skills, and a desire to learn and grow professionally under the direction of Utilities’ subject matter experts.

You will provide engineering support for the Water Conveyance and Water Resource Planning teams by performing a wide range of job duties which include, but are not limited to the following:

  • Compile and analyze reports, records, and other data to determine water yields for existing water rights and future projects.

  • Develop and maintain projections of the City's water demand and supply; manage available water supplies to meet demands, including operational modeling.

  • Develop and maintain complex accounting programs and databases to track City water use and supplies.

  • Interpret and administer existing water right decrees; water rights evaluations and due diligence.

  • Work with special legal counsel and engineering consultants to develop, utilize, and protect the City’s water rights in compliance with local, state and federal law.

  • Management of regulatory permit and compliance obligations for the water collection systems.

  • Coordination with other water providers and water administrators to monitor operational conditions on rivers and reservoirs.

  • Technical support and customer service for non-potable system extension and groundwater augmentation service requests.

  • Development of substitute water supply plans, interruptible water supply agreements, and augmentation plans.

  • Special projects and other duties, as assigned.

What will it take to be successful in this position? A Bachelor's degree in Engineering is required. The ideal candidate will have up to two years of professional level engineering experience or graduate level studies, preferably in water resources management or the utilities industry and have an EIT certification.
