Summit Technical Solutions (STS) is seeking an experienced Proposal Manager to coordinate all phases of the company’s proposal process in response to Federal industry requests for proposals (RFPs). The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role. This position works closely with and reports to the Chief Operating Officer (COO) of Summit Technical Solutions, LLC.
Primarily responsible for the overall management, oversight and tracking of all activities relevant to the development, production and revision of assigned proposals. Analyses the Request for Proposal (RFP) for proposal production guidelines and potential reuse recommendations, development of data collection forms and proposal templates. Develops and maintains the proposal development schedule, outline, and compliance matrix.
The Proposal Manager will be expected to manage/execute: pre-proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight.
Duties and responsibilities include, but are not limited to:
Direction, management and allocation of proposal staff and proposal resources (technical writers, graphic and layout artists, subject matter experts, subcontractor representatives and independent contractors) assigned to proposals.
Directs and engages key personnel in all proposal review activities and ensures compliance with all corporate, legal and government requirements.
Conducts forecasts of existing and future internal and external proposal resource requirements; including personnel, materials, and services.
Manage responses to RFPs, RFQs, RFIs, oral presentations, and marketing efforts. Including technical volumes and sections, technical and management approaches, personnel and staffing approaches, past performance and corporate experience.
Leads critical milestones in the proposal process including storyboards, color reviews, and content development discussions.
Acts as the single point of contact between operational, proposal and production staff relative to all proposal development matters.
Ability to author, write, and revise marketing and sales documents, proposals and related materials as required.
Reviews or facilitates review of final proposal and all deliverable documents.
Coordination of all production aspects (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) services in support of proposal activities. Maintains a status record and master file for all text and graphics; provides guidance and status reports on proposal and production matters to senior management staff; enforces the editorial guidelines specified for the proposal; manages the virtual proposal development environment.
Maintain configuration management and control of active and archived proposal files stored on virtual collaboration web sites (SharePoint) and on the network file server.
Responsibility across multiple, concurrent projects, this position is characterized by shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks for client deadlines.

Qualified candidates will have the following education and experience:
Bachelor’s degree in Business or relation field is required; Master’s degree is preferred
5+ years of proposal management, proposal development, and proposal operations
Solid understanding of the FAR and federal government procurement process and policies
Experience working proposal processes, developing storyboards, mock-ups, proposal outlines, and compliance matrices (Shipley)
Familiarity and use of proposal collaboration tools
Preferred certification(s): Shipley Proposal Training, Shipley Capture Training, Project Management Professional (PMP)
