Overhead Persistent Infrared (OPIR) Sensor Analyst
Location: Colorado Springs, CO
Qualis Corporation is seeking a highly-qualified sensor analyst with demonstrated qualifications and proven experience providing operational test and evaluation (OT&E) support to the Missile Defense Agency (MDA) Ballistic Missile Defense System (BMDS) Overhead Persistent Infrared (OPIR) system. The OPIR Sensor Analyst will support the BMDS Test Director in achieving effective OT&E of highly-visible, mission-critical BMDS programs. This position is located in Colorado Springs, CO with a majority of the work at Peterson Air Force Base and some work being at Schriever AFB.
This position is contingent upon task order award.
Duties and Responsibilities
Provides inputs to the Operational Test Agency (OTA) in support of test planning requirements and OT&E activities involving OPIR equities of the MDA BMDS programs.
Provides in-depth analysis of BMDS OPIR Architecture (BOA) software upgrade to Command and Control, Battle Management, and Communications (C2BMC) program and assesses integration into Air and Space Operations Centers and Combatant Commands (CCMD).
Monitors technical execution of element / system level tests and provides analysis and inputs for multi-service Operational Test Agency (OTA) / AFOTEC BMDS reporting.
Applies engineering/scientific concepts and management principles to all aspects of OT&E with focus on Air Force equities/OPIR assets in support of test planning and execution.
Assesses BMDS OPIR Architecture (BOA) sensor data for a) improved radar cueing capability and b) improved Ground-based Midcourse Defense performance.
Provides inputs for products proposed and produced by multi-service OTA.
Reviews OPIR Modeling and Simulation (M&S) Verification and Validation reports.
Provides M&S inputs for OPIR accreditation.
Supports OT&E planning (requirements).
Provides OPIR requirement inputs to multi-service OTA via AFOTEC BMDS Test Director.
Supports development and coordination of Integrated Master Test Plan/Integrated Master Assessment Plan, Operational Assessment (OA) and OT&E Plans, and OA and OT&E Reports.
Provides inputs for OPIR Sensor OT&E requirements with event leads.
Liaises with CCMD/MAJCOM POCs to solicit inputs for BMDS OT&E requirements.
Deploys to provide OPIR (e.g., SBIRS and BOA) support of tests/exercises in the BMDS.
Integrated Master Test Plan (IMTP); serves as a data collector and observer for system operation and performance.
Identifies military users- needs from acquisition program requirements and ensures those capabilities are adequately translated to testable metrics.
Participates in Integrated Test Teams (ITT) and engages program offices, developers, subject matter experts and user community.
Assists test team in planning, executing, analyzing and/or reporting on diverse test events (i.e., Early Operational Assessments [EOA], OA, Operational Utility Evaluations [OUE], Initial Operational Test and Evaluations [IOT&E], Multiservice Operational Test and Evaluations [MOT&E]).
Assists test team in identifying opportunities to combine Operational Test (OT) activities with Development Test (DT) activities, described as Integrated Test and Evaluation (IT&E), and incorporate IT&E test data into dedicated OT reports.
In support of the Test Director, Test Divisions, and event Mission Managers, provides assessment and analysis of test events and activities in support of post event reports, briefs, and reviews (i.e., Quick Look Briefing/Executive QLB , Mission Data Review /Executive MDR).
Supports development, coordination, and publishing of OA and OT&E Reports.
Populates BMDS OTA Issue Sheets and provides technical support to Data Analysis Working Group.
Informs chain of command on status and issues under their purview.
Supports multi-service OTA in assigned forums.
Education and Experience Qualifications
Bachelor-s Degree required; Master-s Degree desired.
Demonstrated OPIR experience within past three years.
Minimum 10 years- directly-related OT&E experience.
Experience supporting Operational Test & Evaluation highly desirable.
Experience with multi-service DoD and Homeland Defense systems OT&E and exercises highly desirable.
Experience with combined OT and DT highly desirable.
Operational experience supporting CCMDs desirable.
Experience with M&S in support of OT&E desirable.
Candidate must exemplify a dedication to achieving the mission of the customer as well as high standards of quality and excellence in performing the duties.
Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
Must have the ability to quickly understand the customers- overall technical objectives and mission and provide effective solutions.
Must have excellent verbal and written communication skills along with customer interaction and presentation capabilities.
Must be able to work effectively alone, unsupervised, or within a group.
U.S. Citizenship Required.
- 15-20% travel required.
- Current TS/SCI Security Clearance Required.
