The Department of Defense Missile Defense Agency’s (MDA’s) Office of the CIO provides IT services across the MDA; including end-user support, general business services, cybersecurity, unified communications, business process automation, mission support, records management, and Information Technology (IT) & Information Management (IM) planning and solutions. COLSA Corporation is seeking candidates for an Information Technology (IT) Systems Analyst to provide technical advisory and assistance to the MDA Office of the CIO using Lean Six Sigma and Information Technology Infrastructure Library (ITIL) principles.
Candidate will provide support in assessing compliance with federal; Capital Planning Investment Control; and DoD guidelines, requirements, and processes across the CIO’s portfolio, including assisting with developing and improving Management Internal Controls based on Department of Defense Instruction 5010.40.
Candidate will elicit requirements and lead design and implementations efforts that deliver operational processes and workflows supporting the CIO portfolio in the functional areas listed above. Candidate will also assist with designing and developing other workflows that support MDA’s mission. Candidate will research, analyze, and document the applicability, feasibility, and impacts of IT cross-functional and special projects technology and/or upgrades. Candidate will lead efforts for the following:
Assessing and optimizing processes and procedures for day-to-day operations and new products and start up activities
Preparing analyses of IT strategies, technologies, and capabilities
Planning for emerging technologies
Assessing and documenting trends
Identifying and coordinating issue resolutions
Conducting related reviews
Updating relevant Standard Operating Procedures
Bachelor’s Degree in a technical field or equivalent experience
Minimum of 8 years related experience
Demonstrated operational support, situational awareness and attention to detail
Ability to focus while processing multiple assignments quickly and accurately, in a fast paced environment, with aggressive timelines
Demonstrated proficiency with Microsoft Office (including Visio)
Excellent written and verbal communications skills
Currently active DoD SECRET security clearance
Familiar with Lean Six Sigma
Experience with designing, reviewing, and analyzing process workflows
Familiar with Security Technical Implementation Guides or NIST Risk Management Framework
Familiar with Department of Defense Architecture Framework (DoDAF)
Familiar with Information Technology Infrastructure Library (ITIL)
Familiar with Missile Defense Agency processes and procedures
Knowledgeable with DoDI 5010.40 (Managers’ Internal Control Program Procedures)
