Missile Defense Agency Deputy Director, Missile Defense Integration Operations Center/Chief Information Officer in Colorado Springs, Colorado
As a senior advisor to the Director, Missile Defense Integration and Operations Center (MDIOC), the Deputy Director is responsible for: providing oversight, leadership, and guidance to a cross-functional staff managing events which include interoperability testing, modeling and simulation, wargaming and exercise support, technical support, operations support, and related data analyses that are structures to support rapid-prototyping and the incremental fielding of a Ballistic Missile Defense System (BMDS).
The incumbent will serve as the Deputy Director for the Missile Defense Integration Operations Center (MDIOC). The incumbent is responsible for providing oversight, leadership, and guidance to a cross-functional staff managing BMDS events which include interoperability testing, modeling and simulation, wargaming, and exercise support, technical support, operations support, and related data analyses that are structured to support rapid-phototyping and the incremental fielding of a BMDS. The incumbent also serves as the Chief Information Officer responsible for establishing systems and technical architecture direction, as well as oversees and directs the agency's acquisition, deployment and cybersecurity protection of hardware equipment, telecommunication abilities and software applications, all of which are required for successful performance of the BMDS Information Technology infrastructure and IT business systems.
This is a Tier 2 position. Salaries for Tier 2 positions range from $148,267 to $183,000.

As the Deputy Director, Missile Defense Integration Operations Center/Chief Information Officer you will:
- Manage critical Missile Defense Integration and Operations Center (MDIOC) facility infrastructure and support services for a mission execution platform supporting Agency elements/components.
- Supervise the support operations for BMDS test events (both system flight and ground), training, and development activities (to include prototype BMDS space layer operations) conducted at MDIOC.
- Coordinate with program elements to ensure that battle management systems, command and control relationships, communication networks, and operational concepts and procedures all work together to integrate the BMD segments.
- Facilitate the development and integration of the overarching joint and coalition Command and Control, Battle Management, and Communication (C2BMS) system for the Ballistic Missile Defense.
- Oversee support for the missile defense threat modeling and simulation for BMDS program elements. This includes supporting the analyses of distributed ground tests, operator-in-the-loop (OITL) wargames, and designated Combatant Command exercises to support the development of joint and coalition defense concepts of operation.
- Ensure the appropriate level of technical, financial, and schedule assessment and evaluation activities and processes for the ballistic missile defense program.
- Ensures that information management and information technology resources are acquired, managed, operated, and protected IAW Federal laws and DoD policy.
- Advise the Agency Director and other high level agency executives on opportunities for business improvement through the use of technology and/or improvements in information flow, analysis and dissemination.
- Serve as the principal managerial focal point for information technology policy, planning, architecture and strategic direction as they relate to information technology and as principal advisor to the Director.
- Oversee the Agency Cybersecurity management office and associated programs and projects to ensure coordination of these efforts with USCYBERCOM, NSA and the Services.
- Serve as the Co-Chair of the Global Missile Defense Cybersecurity Integration Steering Group to identify and close operational gaps and organizational seams in cybersecurity of the BMDS.
- Lead the Agency and advise the Director in cybersecurity compliance and computer network defense as a part of the DoD Cybersecurity Culture and Compliance Initiative.

This includes oversight of system integration, interoperability testing and evaluation, wargaming, and modeling and simulation development via advanced simulations technology, conceptual program assessments and reviews, and information security.
Demonstrated experience in managing a robust Information Technology program which provides a centralized network defense organization to protect, monitor, detect, defend, and respond to cyber-attacks from any source, internal or external. This includes policy and planning, cybersecurity, systems analysis, applications software, operating systems, network services, systems administration, and customer support.
Comprehensive knowledge and demonstrated experience in the design, implementation and continuing operations of modern, reliable, and secure end-to-end Information Technology services that include data/computing center and server operations, infrastructure, telecommunications, software applications, and desktop computing.
Demonstrated experience in developing and implementing strategic information plans that include identifying innovative and leading edge solutions, implementing robust project planning, defining budgetary needs and securing funding, building a tech savvy and leading edge workforce, achieving quality improvement, meeting audit requirements, and standardizing systems.
Enterprise Perspective: In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view, an awareness or understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate the ability to work with internal and external partners to support national security objectives.
